The East Liberty Park Community Organization (ELPCO) is one of Salt Lake City's officially recognized community councils. We represent the neighborhood that extends from 900 South to 1300 South and from 700 East to 1100 East. The predecessor of ELPCO was founded in the 1970's at a time when the area's housing stock was in decline and the neighborhood was in danger of losing its livability and character to redevelopment and commercialization. The primary purpose of the organization was housing mitigation -- assisting homeowners to locate the help necessary to facilitate property upkeep. One of the early achievements of this organization was to work with the city on the establishment of Inglewood Park, one of the first pocket parks in the city. Over the years as Salt Lake City established the community council system as a communication and land use advisory mechanism the role of ELPCO has changed. We now act as a channel of communication, connecting the city and the neighborhood. We provide a forum for the various city departments to advise the neighborhood of events, policies, and projects, and we act as a conduit for neighborhood concerns directed at the city.
